Of the total seven members of the Independent Election Commission (IEC), two each have doctorate level qualification and five master level qualifications. They got selected out of 21 individuals recommended by the Selection Committee to the president of Afghanistan in November, 2016.

In line with article 11th clause two of the Election Law, one among the seven IEC members is election commission head, one as operational assistance, one as finance and administration assistance and one each as secretary and spokesman through open and direct elections.

1- Gulajan Abdul Baday Sayyad, IEC Head
Gulajan Abdul Baday Sayyad was born in the Tazeen area of Sarobi district of Kabul province in. He is 45-year-old and acquired education up to doctorate with strong grip on Pashto, Dari, English, Arabic and Urdu languages.

Sayyad served as lecturer at Sharia and Law faculty of Kabul University from 2011 to 2016. In addition, he taught at Kwardan, Dawat Universities and served as Sharia Board member at the Afghanistan Bank and headed the Islamic Centre of Peace Studies.

He remained lecturer in Pakistan and Egypt universities and worked as anchor in Egypt state television.

Sayyad was appointed as IEC member by the president in November, 2017 and served as IEC secretary and spokesman for one year. He was elected to lead the IEC after Najibullah Ahmadzai the former IEC head was removed by the president.

2- Waseema Badghesi, IEC Operational Assistant
Waseema Badghesi was born in 1982 in Badghis province, she completed her master level education in the US and served as lecturer for eight years in Herat University.

She was appointed as IEC member in November, 2017 and as a result of election within the IEC members she was elected as operational assistant of the commission.

3- Maazullah Dawlati, IEC Member and Finance/Admin Assistant
Maazullah Dawlati was born in 1976 in Ghor province and acquired up to master level qualification. He was graduated from the Kabul University Law and Political Science faculty in 2001and acquired his master degree from Mashad University in Iran.

Dawlati served in different Foreign Ministry’s posts inside and outside the country, he has worked in Afghan embassy in South Korea and Afghan Consulate General in Mashad City of Iran. He can speak in Dari, Pashto, Arabic and English languages.

Dawlati was appointed as IEC member by the president back in November, 2016 and as a result of elections within the IEC members he was elected as finance/admin assistant.

4- Syed Hafeezullah Hashemi, IEC Member, Secretary and Spokesman
Syed Hafeezullah Hashemi was born in 1970 in Mia Sahib village of Alishang district in Laghman province. He completed his primary education in the Mehrabuddin School in Kabul and completed his secondary education from Kabul’s Technical High School.

Hashemi studied engineering faculty at Nangarhar University for two years but was unable to complete studies in engineering due to migration and civil war in the country.

Hashemi completed his higher education from Washington’s DI University in 2011and later got his master degree from Kabul University’s affiliated branch of Azad Islamic University. He is currently doing his doctorate degree.

He served as Mesharano Jirga secretary, general in charge of UN depots, transportation advisor at council of ministers secretariat and services and finance assistant in the council of ministers. After the removal of former IEC Head Najibullah Ahmadzai in 2017, Hashemi was appointed as the new member of the IEC following the recommendation of the Selection Committee and separate presidential decree.

5- Abdul Qadir Qureshi, IEC Member
Abdul Qadir Qureshi was born in 1978 and has master level qualification. He completed his master degree in Law and Political Science in 2014 from Khatamo Nabien University in Kabul and got his bachelor degree from the same university in 2011.

He has the experience of working in procurement sector in different institutions in Balkh and Kabul provinces. He has strong control on Dari, Pashto, English and Russian languages.

He was appointed as member of the IEC in compliance to presidential decree in 2016.

6- Maleha Hassan, IEC member
Maleha Hassan was born in Kabul, she is 46-year old and acquired master level education. She got her master from Lock Haven University in 2006. Earlier she got her bachelor degree in Law and Political Science faculty from Kabul University.

She was appointed as member of the IEC in compliance to presidential decree in 2016.

7- Rafiullah Baidar, IEC Member
Son of Banares Khan, Rafiullah Baidar was born in 1958 in Jalalabad and acquired qualification up to doctorate degree.

Baidar got his bachelor degree from Kabul Polytechnic University in 1976 and master degree in technical studies from Moscow in 1986. He completed his doctorate in international relations and history in 1988 and is able to speak in Pashto, Dari, English and Russian Languages.

He worked in different posts of the Afghanistan Independent Human Rights Commission (AIHRC), including as the commission spokesman, between 2003-2006.

From 1982 till 1993 he worked as lecturer, head of the international relations department, head of the Law and Political Science Faculty and head of the Social Studies Institute.
